ok. what are your recommendations for a good knife set. Something not over $200 please but if you know of a good set for a good price please don't be afraid and let me know. thanks :]
For starters don't buy a set, especially when you are on the budget. Buy individual knives and you will end up with better knives and less money spent.
Every set i have seen from any manufacturer either has one or more knife in it that is rather useless, or knives with pretty much identical functionality. E.g. chef's and santoku. Both serve the same purpose at least by design.
So, minimal useful set would include chef's knife, 6-9 inches or may be more, depending on the your preferences. 3-4 inch paring knife and a serrated bread knife. That covers 99% of kitchen cutting in average home kitchen. If bony meat is something that you cook with then add boning knife to that set and you're done.
Disregard all the common marketing BS what pretty much every knife salesman will tell you: that a good kitchen knife must be forged, has to have full tang and bolster. None of that is true or required to make a good or even very good kitchen knife.
Stamped Globals outcut forged Wusthofs and Henckels any time. Stamped Forschners will go with those on the same level.
Full tang is also nothing that's required in the kitchen. Think about it, if Japanese Katanas and American Bowie knives can chop through the armor, bones and ropes having stick tang(it's not a full tang), do you really need more than that in the kitchen?
Basically if you like something then buy it, but don't pass on a good knife because it's not forged or doesn't have bolster or full tang.
As for particular brands. For 200$ you can definitely get very good set of knives.
One thing you need to decide is western or Japanese knives. Two different schools of cutlery.
1) Western knives (including Henckels) are softer compared to Japanese knives. 54-56HRC vs. 58HRC on Globals. Even 1 HRC can make a difference in cutting and edge holding, that's from practical experience.
Harder edge means better edge holding and thinner edges too, if you sharpen them thinner.
2) Western knives tend to have very thick edges, partly because of the abusive users, but still, average edge you'd find on western knife is 40-50degree. On Japanese kitchen knives - 30deg. or less. Thinner edge equals better cutting, but more delicate.
In other words if you plan to whack coconuts and lobsters with your chef's knife, better stick with western knives. If you want to cut, then Japanese.

Given your price range Messermeister or Wusthof will do from western knives and Globals, Hiromoto, Mizuno, and few others from Japanese.

P.S. Grooved steel or butchers steel sold with pretty much any block set, does more damage to the sharp edge than good. The idea of steeling (and stropping) is to realign the edge, so smooth surfaces work a lot better and don't rip chunks of the metal out of the edge.
