Can you help me solve a fabric problem?

I am currently working on a dress that is a BEAUTIFUL silver stretch velvet that has "glitter" all over it. The problem is, on the parts of the dress that are hemmed/finished, the glitter is scratching the heck out of me! What can I do with this fabric to make these parts less irritating?

sew another softer piece of fabric under the irritating fabric that might help but then u have to blend the stitch to make it flow better
