Can heat riser valve be permanently held open?

1983 Ford F 150, 302 engine. Extensive rust makes replacement of existing heat riser unwise. Current one is vacuum motor controlled. Mounting stud for motor has rusted away leaving no means of securing vacuum motor. I am thinking of mechanically locking the heat riser in the open position. Will this cause problems with cold starts. In my part of the country, yearly air temp ranges from 10 deg F to 95 deg F.

All heat risers default to the open position (look in to the snorkel and see the all the way to the air cleaner) be sure that you see this before messing with the hear riser motor. By disconnecting the vacuum line from the heat riser it should unless a part is broke keep the snorkel totally open.

It will make cold starting somewhat difficult. Then engine will start but the carb may freeze up quickly, that is part of the reason for the air warmed by the exhaust goes in the heat riser to help prevent this from happening. For this summer it will be fine. You might check a salvage yard for a new air cleaner with less or no rust and get it ready for next winter.

When the riser is closed (it stops the air from coming in from the front of the snorkel) it only draws heat in, once the riser opens then the air come in from the front of the snorkel and goes in to the engine. For summer you want to keep the snorkel tube open.
